The Institute conducts policy analysis to identify those policies that can advance development of the energy industry and capital formation.  The Institute prefers an approach to energy policy that is less reliant on regulation and subsidies, and leverages market forces to produce desirable outcomes, while recognizing that over seventy years of heavy regulation of the electric industry has significantly affected market structure, sunk capital and behavior so that new policy choices are constrained by the existing environment.

Federal Policy

Texas Institutes' federal policy team analyzes existing and proposed legislation and policy related to energy on a federal level. The team focuses much of its effort on proactive analysis of new policies that are under consideration by Congress or the administration, as well as providing recommendations for policy innovation. The team provides fact based information that may be helpful for policymakers and inform decision making.

State and Local Policy

Texas Institute's state and local policy team examines the effects of federal policy on Texas energy development and deployment at the local, state, and regional levels, and also analyzes state level policy choices for their effect on energy development and deployment.  The Institute’s focus includes analysis of the effects of choices by ERCOT, which is a quasi-public agency.

Financial Policy

Texas Institute's financial policy team examines the effects that policy has on energy project financing and development. In addition to existing tax and regulatory policy, the Institute also analyzes how policies such as feed-in tariffs, energy bonds, and power purchase agreements can shape the pace and structure of financing.

Energy Market Analysis

The Institute's market analysis helps increase the use of renewable energy (RE) and energy efficiency (EE) technologies in the marketplace by providing strategic information to stakeholders interested in rapidly changing electricity markets. Our high-quality and objective assessments and analysis support informed decision making. Primary focuses include market data for renewable energy technologies and programs. Research includes market penetration; industry trends; cost, price, and performance trends; policy and market drivers; as well as future outlook

Technology Systems Analysis
